Painter or Photoshop?

Since the release of both digital painting programs there has been a debate as to which one is better. In the past it used to be Photoshop by some margin as the program was for more advanced and gave the artist far more options to work with and was generally bug free. Painter on the other hand was unreliable and did not provide the same quality as Photoshop.
